Summary

The position is located in the Bureau of Intelligence and Research (INR), Technology and Innovation Office (TIO). You will provide technical and strategic project management expertise to INR/TIO and its customers. You will determine the design, development, and deployment of software technology solutions for TIO's technical platforms, applications, and systems to meet Bureau, Department, and Intelligence Community (IC) needs and requirements.

Duties

  • Plans, implements and grows the Department's intelligence enterprise applications portfolio to include custom software development, application integration and Top Secret Sensitive Compartmented Information (SCI) Hybrid-cloud.
  • Expert in C# .NET Software Development, Agile and Development Security and Operations (DevSecOps) practices, and Software Development Lifecycle (SDLC).
  • Supports the implementation of technical topics to include automation, continuous integration/continuous delivery (CI/CD) pipelines, and Infrastructure as code (IaC).
  • Provides quality assurance during the software and system development life cycle to prevent defects and missed requirements to include troubleshooting issues with deployment.
  • Develops requirements planning, procurement, design, alternatives analysis, modification, integration, testing, and deployment of Information Technology (IT) systems, services, and applications.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

1. Attention to Detail- Demonstrates expert level, attention to detail in conducting intelligence IT operations, innovation and change management.
2. Customer Service - Demonstrates expert skill in partnering with cross-functional stakeholders, including development, operations, quality assurance and security, to streamline processes.
3. Oral Communication - Demonstrates expert skill in communicating complex technical requirements to technical and non-technical personnel on complex/controversial issues.
4. Problem Solving - Demonstrates expert knowledge in managing application performance and service quality, including initial troubleshooting, identification of root causes and issues resolution.

AND

Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience leading the coordination of multiple high profile IT projects and managing IT using Agile (SCRUM) development, Continuous Integration and Continuous Deployment (CI/CD), and DevOps.
  • Experience designing a hybrid architecture using key Microsoft and Amazon Web Services (AWS) technologies (i.e. Shared Security Responsibility Model, DevOps, DevSecOps, and Zero Trust Architecture).
  • Experience developing and implementing migration strategies including planning for continuity of operations during the deployment of new server technology.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-13 position.

  • Skill in IT architecture to include development and application of emerging technologies.
  • Skill in providing technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.
  • Knowledge of project management principles, methods, and practices.
