Manager, Cost Analysis (Hybrid)

JOB SCOPE

Direct supervision of Cost Analysts in the audit, validation and coding of invoices to ensure accurate agreements and contractual rates. This position will be responsible for reducing expenses by managing and streamline the expense management life-cycle processes for all invoices including inventory management, expense management, budget management, dispute resolution, contract management and service optimization. Direct coordination with Engineering/Provisioning Departments to ensure all network and internal circuits are tracked and validated.

DUTIES AND RESPONSIBILITIES

  • Actively and consistently support all efforts to simplify and enhance the customer experience
  • Reviews and approves processes utilized for inventory costing and valuation
  • Directs development of and reviews cost analysis reports and works with department heads to formulate corrective actions
  • Identifies and recommends cost reduction opportunities
  • Ensures costs are being managed and allocated to correct accounts
  • Direct supervision of Cost Analysts in all areas of invoice processing for telecom expenses
  • Analyze and certify circuit inventory lists created by Sr Analysts to ensure expenses are aligned properly
  • Responsible for invoice to Granite circuit inventory matching process; report results to Engineering/Provisioning department and work together to resolve differences
  • Oversee validation of billed rates to either Interconnection Agreement or contractual terms
  • Management of a suite of reporting tools geared to trend and analyzes cost at a granular level giving Management the ability to make more informed vendor decisions
  • Ensure timely filing of all vendor disputes and monitor open disputes. Schedule periodic vendor meetings to discuss status of unresolved disputes, seek resolution and escalate when necessary to secure favorable disposition. Ensure all final account balances are resolved seeking refunds or credit transfer as necessary through to closure
  • Review and Validate coding of all invoices by Cost Analysts to ensure proper classification within monthly financial statements
  • Analyze monthly cost variances and trends as reported in financial reporting systems. Research trends and provide explanations for fluctuations
  • Utilize internal controls to protect company assets/inventory
  • Identify and investigate problems in Telephone financial processes as relates to recording of monthly telecom invoices and recommend continuous improvement opportunities
  • Work with the field to identify cost differences and research variances
  • Recommend cost reduction opportunities where applicable, i.e. renewing circuit term to lower monthly rate
  • Prepare telecom cost forecast and budget files for review, analysis and approval from Corporate and Field personnel
  • Prepare monthly comparisons from actual to plan and note differences
  • Effectively blend managerial skills with technical expertise to develop and motivate Cost Analysts to reach their highest potential
  • Perform other duties as requested by manager

BASIC / MINIMUM QUALIFICATIONS

  • Bachelors Degree in Accounting or related field, or equivalent work experience
  • Minimum of seven (7) years of Accounting Experience

  • Ability to analyze and interpret data in a detailed manner

  • Ability to prioritize and organize effectively
  • Ability to show judgment and initiative and to accomplish job duties
  • Ability to supervise and motivate others
  • Knowledge of telecommunications products and services
  • Knowledge of Cost ASP processing software

PREFERRED QUALIFICATIONS

  • Working knowledge of PeopleSoft/Khalix (or related system Experience)
  • Minimum of two (2) years of Management or leadership experience
